End painful, state-funded tests on dogs and cats

Humane CosmeticsIn 2021, more than 3,000 dogs and more than 1,000 cats were used for tests and experiments in laboratories across Pennsylvania. These animals likely experienced a host of terrors including painful experiments while being denied painkillers, devocalization so they couldn’t voice their pain, and euthanasia upon completion of the testing or research.

Today, Pennsylvania voters have an opportunity to support a different reality. Passage of SB 658 would:

  • Prohibit state tax dollars from funding painful experiments and devocalization on dogs and cats.
  • Require that institutions that use state funding make healthy dogs and cats used in experimentation available for adoption when they are done being used in the lab.
  • Increase transparency by requiring institutions that receive state funding for dog and cat tests to disclose the amount of state, federal and private funding it received.
  • Increase transparency and accountability by requiring the Department of the Treasury to release an annual report about animal research funded with state dollars. 

Dogs and cats used as research equipment deserve so much more than current law requires. As we work to get animals out of labs completely, help us pass SB 658 to better care for the animals suffering in laboratories in Pennsylvania.

Support SB 658 to provide protections for dogs and cats in laboratories

Dear [Decision Maker],

I am writing as your constituent to ask for your support of SB 658 to prohibit state tax dollars from funding painful experiments and devocalization procedures on cats and dogs. This bill will also increase transparency and accountability at animal research laboratories and require that institutions that use state funding make healthy dogs and cats used in experiments available for adoption when they are done being used in the lab.

In 2021, more than 3,000 dogs and more than 1,000 cats were used for tests and experiments in laboratories across Pennsylvania. Currently these animals are provided few protections as they endure a life of pain and experimentation in the name of research. Many are even killed once the testing is complete even if they would be suitable adoption candidates.

SB 658 will save lives and offer relief to animals being held as research subjects by providing them protection against unnecessary painful experiments. Transparency measures are further needed to improve the development of non-animal, human-relevant research methods, and to reduce the number of animals used in research.

As bill sponsor Doug Mastriano said, "The way we treat animals says something about the state of our society and the values we hold dear." Please support SB 658.
